Planning , Policy Making and Implementation



Deepening trench beside the main road and polluted lake – these are nothing but by-products of human carelessness and lack of appreciation of the aesthetic of Mother Nature and man-made infrastructures.
At the back of our house you will find a small polluted lake. Due to lack of knowledge in proper garbage/waste disposal some of the people in our place tend to throw their garbage in the lake. Some parts of our municipality, especially in our barangay, have no specific place on where to throw the garbage. So the most accessible and effort-less location is the lake. Our government officials, instead of having projects that are considered as large, must start, focus and provide solutions on the problems that they consider as minor ones. They must provide and implement laws that would prevent the lake from being polluted.
We all know that lakes serve as habitat for fishes. Lakes can be a source of food and livelihood for the residents in our place. If only our mayor or even the Brgy. Captain would provide solutions on this problem then many will benefit and the lake will utilize well. They do not know the consequences brought about by throwing garbage in the river. It does not only pollute the water but it can also be a source of different kind of diseases due to improper disposal of this garbage. The unpleasant odor also contributes in the awful effects of improper waste disposal.
The garbage found on the small lake must be eradicated / removed. The people in our barangay must participate and help each other in cleaning the lake because it is our health that is at stake. This can also prevent some diseases that can be obtained from the polluted water. The bad smell of the garbage is also a part of the awful consequences of improper waste disposal. Government officials in our municipality must lead the people and guide them on what should be done.
Planning
Ø Inform and educate the people about the consequences of improper waste disposal.
Ø Clean the small lake by eradicating the wastes found on it.
Policy Making
Ø Penalize those people that are caught doing unrighteous things like throwing garbage on the lake.
Ø Always keep the lake clean because this serves as habitat for fishes and other species and can be a source of livelihood.
Implementation
Ø Assign a driver and a collector of garbage.
Ø Provide money for the fuel of the garbage truck.
Ø Assign time of collection of the garbage.
Ø Let all the members of the barangay be involved.
Ø Frequent monitoring on implementation

The pathway which is not cemented is dug because of the big trucks that are parking at the pathway. When it rains, the soil becomes wet so when the trucks park and when they leave because of their heavy weight, the soils tend to unearth that is dugouts are left. These dugouts are dangerous at night because you cannot see them and when it rains the dugout is filled with water so when you step on it your shoes will become dirty and will be soaked in the water. Not only that, because of the stagnant water, mosquitoes are present this can bring diseases like dengue. The government must resolve this problem,

For two years, both have been in this situation or rather worsening, affecting the residents even the passersby. Yet one thing is obvious, it has not been acted upon by the residents living nearby as well as the incumbent government officials.

It is possible that someone might have reported such problems already in the past or maybe people might have become apathetic and accustomed to them already? On the other hand, was it the fault of the local government leaders who might have shown no interest at all to resolve the case at hand?
